Health Insurers Raise Rates Despite Surplus
Blue Cross Blue Shield's are supposed to be nonprofits (unlike Anthem Blue Shields, which are for-profits). However, as the Washington Post reports, these nonprofits have built up huge surpluses while still raising rates an average of 20% per year. Can they really call themselves nonprofits? Jennifer
