The House has failed to pass a short-term budget that would have extended the September 30 deadline to November 18. Forty-eight Republicans voted with almost all of the Democrats, who are opposed to a little detail -- disaster relief funding was only included because it was offset against a spending cut to the program that funds fuel-efficient cars. Some of the more conservative Republicans voted against the measure because it did not cut spending enough.
