Although there is some question about the availability of sufficient funds for the high risk pools, the Kaiser Family Foundation reports that, in fact, the federal government will foot the bill for the expansion of Medicaid. It reports that, in fact, states may end up MAKING money on the Medicaid expansion because it will eliminate so many uninsureds, thereby alleviating the states' obligation to pay part of the cost of charity care.
