New Program Moves Non-elderly Disabled from Institution to Community

The Departments of Housing and Urban Development and Health and Human Resources are teaming up to create a program that will move at least 1000 non-elderly disabled Americans from institutions to community living. The program involves rental assistance along with health and social supports to allow people to maximize independence through the HHS Money Follows the Person Program. The rental assistance vouchers are available in 15 states.

While this program is very small, if it can be shown -- as many believe -- that community-based supports cost less than institutionalization, and that individuals with disabilities prefer to live as independently as possible, it may grow. Something to keep an eye on. Jennifer
