As you know if you read this blog, rather than establishing an essential health benefits (EHB) package, as the health reform law directs it to do, the Department of Health and Human Services has proposed to permit states to establish the EHB by choosing a "benchmark" plan. That means no national standards, no uniformity, and lousy coverage in states that are not consumer friendly when it comes to health insurance.
