The health reform law included a provision requiring small businesses to file tax forms known as 1099s if they purchase more than $600 in goods from another business. They already have to file them if they provide services. There seems to be nearly universal agreement to eliminate this new requirement, but Republicans want to pay for this by eliminating the public health fund.
